Dear Jennifer,
There is a (Simple) DC-to-MODS stylesheet at:
http://www.loc.gov/standards/mods/simpleDC2MODS.xsl
It will output MODS 3.2, which will tell you it is a little outdated (current MODS version is 3.4) but not much.
As for FGDC to MODS, try this:
http://digitalcommons.unl.edu/cgi/viewcontent.cgi?article=1174&context=libraryscience
It is to an article published by Elaine Westbrooks containing a reference to a FGDC to MODS stylesheet, and a link to it. However, the link no longer exists. I don't know if there is a way to track the stylesheet down, but such a thing seems to have existed.
Cordially,
Kevin
