[Metadatalibrarians] how to title journal records

If I understand you correctly then it sounds like what I would encounter if I were cataloging an individual issue of a serial. In which case I would use the title of the serial with the addition of the vol./issue or date as part of the title. 
For example: Natural life. No. 72          
or   Amnesty action. Winter/Spring 1994
