I think the Dublin Core Abstract Model (DCAM) is the best framework for
thinking about this. Even though it's a tough read, it covers all the
questions you put. I think any metadata model can be put into DCAM
terms, which is really just RDF with knobs on.

Re element, it says:

"element (http://www.w3.org/1999/02/22-rdf-syntax-ns#Property) =
A synonym for property. It should be noted that the word element is also
commonly used to refer to a structural markup component within an XML
document."
