Hi Alice,
For "controlled list of keywords," otherwise known as controlled
vocabularies, there are standard guidelines, although not exactly "simple."
The ANSI/NISO Z39.19 standard: Guidelines for the Construction, Format,
and Management of Monolingual Controlled Vocabularies.
You would be interested in Chapter 6: Term Choice, Scope and Form.
