[Metadatalibrarians] resources for keyword construction?

I'm wondering if anyone has used a simple article or handbook that would contain very basic guidelines for keyword construction, particularly for a digital library. We have started developing a controlled list of keywords that are very specific to a unique academic subject (Community Economic Development), and I'd be interested in reading any insights, guidelines, case studies, for this type of thing. Of course I'm researching it myself, but if anyone knows of resources available right off the top of your head, I would appreciate them!
