[Metadatalibrarians] Metadata record identifiers

I'm interested in how repositories (particularly Fedora ones) are generating unique identifiers for metadata records (e.g. MARCXML <datafield tag="001"> or MODS <recordInfo> <recordIdentifier>), and the dependency or derivation, if any, between:

an object identifier in the repository,
the metadata record identifier, within the metadata record describing the object,
the "metadata record itself as an object" identifier in the repository,
in an OAI-PMH provider for metadata records from the repository , the <identifier> field in the record header.

Also any thoughts, rationales, caveats, or useful document links you might have about this...

Not as interested in how you generate the number  that makes identifiers unique (we're planning to use NOID) but if you have any thoughts about that, pass them along too.

Thanks for sharing... I know identifiers can be tricky and want to get my perspective right before something gets cast in stone.
