[Metadatalibrarians] relation.fields and state publications

Greetings:

Would some one have a good example of the correct use of the following 
fields
relation.isreplacedby

relation.replaces

I have reviewed Western States and I think I am making this harder than 
I need to.

My problem is how do you handle the same publication issued on an 
irregular basis as needed to reflect changes in hours and fees. I need 
to download three  different versions of the Cheney State Park brochure 
in to our state publications digital archive.

Other than the date issued field do I need to use a relation field? No 
where on Kansas state pubs for this agency do they note the newer date 
replaces the older version it is just assumed.

How are other state publications digital archives handling this type of 
publication?

We are using Dspace software.
