Thanks for all the help.  I moved the namespaces up to the top and put
prefixes on everything and changed the root element to
<modsCollection>.  That seems to have taken care of the blank
namespaces.  But it still won't validate.  The error i get from the
validator is: Can not find declaration of element <mods:modsCollection'.
I tried taking the "mods" off the front, and i tried labeling it oai
instead.  I went to the DLF Aquifer stylesheet that shows
<modsCollection xsi:schemaLocation="http://www.loc.gov/mods/v3
http://www.loc.gov/standards/mods/v3/mods-3-2.xsd"> and tried putting
it like that.
But that just generated an error message in the transform, as it also
did when i put it up at the top of the document.
I also tried changing modsCollection back to OAI-PMH but it didn't
like that either.
So to what schema does modsCollection belong?

As for the static repository file,  i looked at the example here:
http://www.openarchives.org/OAI/2.0/guidelines-static-repository.htm#SR_example.  Let me know if i'm interpreting this correctly. I could take this example, change the appropriate things in the <Identify> section.  The example lists two formats, dc and rfc1807, and i would change the section on rfc1807 to whatever is appropriate for mods (and i'm not sure what that should be, is that posted somewhere?).  Then in the ListRecords metadataPrefix="oai_dc' section i could take my tranformed dc records and paste them in there, skipping the root element but making sure to have the appropriate prefix before each element (so i guess i would copy this example for the output for my dc stylesheet?).  Then in the next ListRecords section, instead of  metadataPrefix="oai_rfc1807" i have the whatever the metadata prefix is for mods ("mods"?), and then i could paste in the output of my current stylesheet, skipping the root element (so does it matter that modsCollection doesn't validate  
anyway?).

So, the upshot of this is that i don't need to include the OAI info in
the wrapper becasue it only belongs to the file that gets posted for  
the static reposity to pick up.  I can combine the wrapper elements  
with the tranformed records in both dc and mods  formats to create  
that file.  Do i have this right?  And is there a separate file like   
this for each collection?  I'm not seeing anything on the example that  
  indicates it's a specific collection. Aren't they supposed to be   
divvied up like that? (someone might want to harvest my posters but   
not my cue sheets, for example).

The small museum context you're describing might suit a static
repository really well and it is a low maintenance approach.

In a nutshell the process is:

You create the static repository file locally, stick it on a web
accessible location and then register it with a intermediating static
repository gateway.

As a result of this you get a (compound) url that you can query via
OAI-PMH verbs and register with harvesters etc.

The static repository is simply a xml file formatted according to the SR
spec. The gateway is a third party service but one that provides a
nearly completely invisible intermediation. The good (and bad news) is
that the gateway will not register the file unless it conforms to the
spec. The other thing I'd note is how many objects are dealing with? The
guideline limit is 5000 but the actual limit is the size of xml file/
repository you end up with - for some gateway software the limit is 2mb
so if you've particularly extensive metadata you may not get that many
objects.

In the Stargate project we demonstrated the use of static repositories
for some journals - but produced tools, guidance, and commentary that
might inform your work. http://cdlr.strath.ac.uk/stargate/ . In the
project documentation, we review the use and limitations of an SR
approach and in the project extension we incidentally examined existing
gateway services.

If you're looking for a SR gateway, my personal impression is that the
UIUC gateway has an active community of users including quite a few
small museum projects and (AFAIK) they're happy to mediate external users.

Hi Greta,

I encountered that same namespace problem before.  I found by putting
the namespace in (I'll use TEI as an example)
xmlns="http://www.tei-c.org/ns/1.0"> without the prefix of TEI works
fine.  In this case, it just outputs the namespace at the beginning of
the document.

Also, there is this element that might help you out.

<xsl:namespace-alias stylesheet-prefix="" result-prefix=""/>

Hi Greta,

If you want to generate a static repository file, it will need to
conform to the OAI-PMH Static Repository specification
<http://www.openarchives.org/OAI/2.0/guidelines-static-repository.htm>. If
you're looking for a SR gateway with which to register your SR file
once it's generated, I'd just ask the oai-implementers list. But as
has been mentioned already, UIUC has one, as does LANL. Here's some
more info:
