AccessRights is a DC qualifier.
Either you use simple DC (or oai_dc which does not include the DC Terms or
qualifiers) and you can only specify
<dc:rights>My accessrights</dc:rights>
Or you use another metadata format, based on Qualified DC (eg.
http://ns.nsdl.org/schemas/nsdl_dc/nsdl_dc_v1.01.xsd or
http://cicharvest.grainger.uiuc.edu/schemas/QDC/2004/07/14/CICQualifiedDC.xs
d or http://www.library.tudelft.nl/xsd/qdc.xsd) which includes DC qualifiers
such as accessRights.
Then you do not have to specify that AccessRights is a refinement of Rights.
Just use
<dct:accessRights>my accessrights</dct:accessRights>
Your harvester knows that it is refinement of DC:Rights
In OAI, you need simple DC anyway. However, generally harvesters like when
they have a choice to harvest a richer format than simple DC. So you can
expose your data in both simple DC (using dc:rights only) and a flavor of
qualified DC (using accessRights). And if you really want to please
harvesters, you may also want to use an even richer format.

Long time lurker, first time poster.
My question is about Dublin Core
refinements. The DC committee here had a
question: they're trying to integrate the June 2005 element refinements for
DC into our DC mapping and
they've hit an obstacle with accessRights. What is the best way to present
the accessRights element refinement in DC so that it can be easily
processed by OAI harvesters?
I've suggested either
<dc:rights><dct:accessRights>hi</dct:accessRights></dc:rights>
based on a .ppt I found by Diane Hillman floating around in Google's cache.
But, I
also suggested that
<dct:accessRights>hi</dct:accessRights>
would be acceptable. I'm leaning more towards the latter since I know
that'd work with just about any harvester and I've seen that done before.
Has anybody out there dealt with this problem before? How did you solve
it?
